Worked districts · both issued 5 September 2026

Two districts, evaluated in full.

Rather than show a little of everywhere, here is the whole of two. Harborough and Blaby against all four questions, entirely on each Council's own published evidence — the same twenty-eight measures, in the same order, every figure sourced to the document it came from. Read side by side, they answer the first question in opposite directions.

Each is published here in summary. The full analyses are sent on request, to named recipients.

Why two

The comparison is the point.

One district is short on the face of its own schedule. The other is marginally above five years on the face of its plan, and short on its own register. Both turn on the same evidence, run through the same measures, and the sections carry the same names in the same order so that a reader can lay them side by side. The comparison table is on the home page.

What extends

The method is national.

Nothing in the four questions is particular to either district. Every measure runs on evidence each local planning authority in England already publishes, and any authority can be taken to the same depth. What varies is how much of its evidence base it has published, and that is established before anything is quoted. The districts worked to date are listed under method.

Commission this for your authority.

An initial report sets out all twenty-eight measures. It is then kept current — re-cut quarterly, or on request whenever a position moves. Pricing turns on how much of the evidence base the authority has published, so tell us the authority and we will quote.
